I've had the SCPop efffect once or twice and as Scotty has said it seemed to come from the factory effects. Talking of effects most times if I want to use the doubler on the delay effect to beef something up a bit I have to set it twice as first time I get a major echo chamber garbage effect and SCPop to go with it.
