The tempo in a riff and the number of bars in it can be changed to suit what you intend to do. Once you record a layer into a riff or pull it into the songline it becomes locked to the length and tempo you've set beforehand. Deleting all the layers in a riff and or pulling it out of the songline unlock it again.

Even though you may now have a riff that's locked in tempo and length (because you've recorded layers into it) you can still turn the drummer on and off, change what the drummer is playing by using the variation and intensity knobs, add effects to the drum sounds AND also select a completely different drummer from the dropdown list depending on which drummers you have bought (or not haha)
