That is because your wave is not long enough to fill 2 bars at 120 BPM. or is not a 120 BPM file.
For 120 Tempo and 2 Bars your wave Should be 4 Seconds long.( for a 4/4 meter)
You can try this in audacity. Generate>Click Track
it will create a Metronome Track of your desired tempo and measures. there you can check how it relates to your wave file. and you can adjust your wave / tempo accordingly.
The Minimum Length that RW can Take is 1 bar or measure , so you might need to change the tempo of the Riff to fit within a measure or 2.
Below are some Formulas if you need to calculate bars or tempo(BPM) or anything for a unknown wave file or need to edit the wave to fit within your needs.
(60000 x timeSig x 4) / (1000 x BPM) = Length of a measure or bar in Sec
(60000 x timeSig x 4 x 44100) / (1000 x BPM) = Length of a measure or bar in Samples. (for 44100 or 44.1 khz wav)
where timesig can be 4/4 or 3/4 etc
