It takes 1 min 40 secs to 'pop-up' and, with no door, I'd be interested to know how you're supposed to use it.
I think that a pair of Bill's incontinence knickers might be more useful in desperate situations.

I saw this in a TV News report recently. There are several million liters of urine deposted each year in the pub districts which is distributed in a random fashion by patrons. So these were installed to keep the distribution in one area. They pop up in the evening, stay up for open urination (Hey they were doing it anyway) and go back down in the morning. It was mentioned that they have seen a few women using them but it is not a regular occurance. I don't think it was in random distribution of urine either.
